TO GOVERN KARABAKH ARMENIANS, DUE TO PERCEIVING IT IS UNREAL, EU RAPPORTEUR

of the Nagorno Karabakh conflict a minimal compromise is possible, at which
the international community will not recognize Nagorno Karabakh as a state having
its place at the UN. As reported by Arminfo agency, EU rapporteur on the South
Caucasian countries Pier Garton told Liberty radio station about it. "As
Nagorno Karabakh President Arkady Ghukasian has told me, it is not the most
important issue for them," Garton noted. However, in his words, Nagorno
Karabakh will never agree to be administratively subordinated to official Baku.
Thus, the rapporteur noted, formally Nagorno Karabakh could be part of Azerbaijan,
but it has to have complete autonomy, which is very important in everyday life.
At that in P. Garton's words, the Nagorno Karabakh Republic does not claim a
special place at the UN, the Council of Europe or any other international structure,
as it is not real and the international community will not support creation
of such a large number of sovereign states. As of Azerbaijan, "they do
not wish to govern Armenians of Nagorno Karabakh any more, as they have perceived
it is unreal," the EU representative stated.
