LEGAL CONSEQUENCES OF THE REFUSAL OF THE REPUBLIC OF AZERBAIJAN to
accept the political-legal succession and the status of a legal successor
are evident:
- During the period from August through October, 1991 a subject of the international
law was dissolved to which Nakhichevan and MK had been passed in 1921;
- From October, 1991 the Republic of Azerbaijan lost its rights to the territories
(these include not only the territories of the former MKAO) passed to the
protection or annexed to the former Azerbaijani Soviet Socialist Republic.
LEGITIMACY OF NKR is ensured not only by the fact that it was formed
during the period from September through December, 1991 the territories covered
by NKR de jure did not belong to AzR, but the Law of the Soviet Union of April
3, 1990 which entitled MKAO to determine independently its state-legal status
in the event of the dissolution of the USSR.
LEAGUE OF NATIONS was aware of these processes. Not only it did not
recognized the sovereignty of AzR over Karabagh, but also rejected Azerbaijan's
membership in the League in view of the pretension of AzR to the territories
out of its factual control.
LACHIN (KASHATAKH) REGION: In Armenian historiography is referred
to as Aghachek, one of the provinces of Siunik Region of Great Armenia. For
the first time it was mentioned in "Ashkharatsuits" (VII century).
Borders on Sisian and Goris regions (Republic of Armenia), Karvachar and Kubatli
regions (Republic of Azerbaijan), Shushi and Hadrut regions (NKR). Today the
territory of the historical Aghachek province basically corresponds to Kashatakh
(Lachin) region of NKR. It covers an area of 1835 km2
LAZAREV IVAN DAVID (LAZARYAN HOVHANNES) (1820-1878) Born in 1820 in Shushi. A servant of the Russian Army. Lieutenant General. Participated in the Russian-Turkish war (1877-1878). Lazarev was commander of corps which besieged and took Kars for which he was awarded with a 2nd degree Order of St. Georgi.
LEO (BABAKHANYAN ARAKEL GRIGOR) (1860-1932) An Armenian historian, writer, philologist, professor, member of the Institute of Science and Art of the Armenian SSR. Leo was born in 1860 in Shushi. After the conclusion of the local school Leo was involved in self-education. During the period from 1906 till 1907 Leo taught in Gevorgyan Seminary in Echmiadzin. Later he moved to Tiflis and entirely devoted himself to scientific work. From 1924 till the very last days of his life Leo worked as a teacher at Yerevan State University. The comprehensive scientific and cultural heritage of Leo includes numerous monographs, articles, research in literature and pieces of literature. Leo significantly contributed to the development of the Armenian historiography.
