ORIGINATION OF THE CONFLICT: The conflict arose in 1918
when during the dissolution of the Russian Empire the leaders of the Caucasus
Tatars - Mousavatists who were involved in the expansive plans of Turkey,
proclaimed the establishment of the Republic of Azerbaijan (AzR). Despite
the disapproval of Iran, the Mousavatists chose the name of one of the northwest
Iranian provinces for the newly established state and laying claims to far-reaching
territorial intentions "from Baku to Batumi". The
main opponent of the Mousavatists in the East Transcaucasus became the Armenian population, the core supportive force of the two political-administrative formations, i.e., Nagorno Karabagh and Baku Commune which originated during the process of dissolution of the Russian Empire. Therefore, in 1918 the conflict arose between the Turks (Caucasus Tatars) and the Armenians of the region in respect of the state system of the whole East Transcaucasus (Azerbaijan).
