COMMISSION ON ASSESSMENT OF LOSSES OF ARMENIANS IN SEPTEMBER OF 1918 IN BAKU: Upon the assignment of the Armenian National Council of Baku, an assessment of the human and material losses of the Armenian population as the result of the massacres in Baku in September of 1918 was conducted by economist Bakhshi Ishkhanian, a member of the Council, in October, 1918. The
performance of the Commission was legalized after the arrival of the representatives of the Entente states in November, 1918. The results of the thorough statistical survey of Ishkhanian were summarized and published in the Armenian and Russian languages in the investigation titled "Breathtaking Horrors of Baku: Survey of September Events, 1918" (Tiflis, 1920). According to Ishkhanian's assessment, 30,000 Armenians were killed in Baku, and the estimated amount of the material losses was 660 million rubles.
"CONSTITUTIONAL BOOK OF CANONS" represents a collection
of 21 codes adopted by council of Aghvank at the end of the V century and
the beginning of the VI century in a place called Aghven (Aghvank) upon the
initiative of Vachagan Barepasht ("Vachagan the Pious"), the King
of the Country of Aghvank. The Constitutional Book of Canons was adopted with
the participation of the princes and noblemen of Aghvank, Utik, Armenian spiritual
leaders of the regions situated on the left and right banks of the River Kura.
Vachagan the Pious sought for the establishment of accord between various
social groups with the help of defined codes, attain enhanced rule of law,
strengthen the state system and, thus, confront the increasing threat from
the external world. The Constitutional Book of Canons is the first Armenian
book of secular codes which is preserved in its entirety.

The future members of the government and parliament of Azerbaijan were nominated
and approved by the Armenian National Council of Baku.
COMPOSITION OF ARMENIAN NATIONAL COUNCIL OF BAKU IN NOVEMBER, 1918:
After the English troops were brought into Azerbaijan (November 17), in the
view of the crucial problems to be addressed the necessity arose for the local
Armenians to revive the political organ, the Armenian National Council of
Baku, which had been forced to terminate its activities under the pressure
of the Azerbaijani authorities. The members of the Council were elected from
the representatives of the local parties, national, cultural and non-governmental
organizations. The composition of the Council was as follows:

VII CONGRESS OF KARABAGH ARMENIANS was held during August 13-22, 1919
in Shosh village. The number of the delegates attending the sessions of the
Congress varied from 90 to 135. At the Congress a commission was elected constituting
16 members which signed on behalf of the Karabagh Armenians the interim agreement
with the government of Azerbaijan in Shushi on August 22, 1919. The said agreement
stated that "The highlands of Karabagh, i.e., Shushi, Jivanshir and Jebrail
districts (Dizak, Varanda, Khachen and Jraberd) inhabited with Armenians,
temporarily considers itself as part of Azerbaijani Republic".
CONGRESSES OF KARABAGH ARMENIANS: During the period from July 26, 1918
through May, 1920 the decisions on the significant political and economic
issues of the region were taken by the Congress of the Armenians of Karabagh,
and during the interim period between the congresses its powers were exercised
by the National Council of the Armenians of Karabagh. The chronology of the
congresses with the number of the participants is given below:
1st Congress -
July 22-26, 1918; Shushi, 180 delegates.
2nd Congress -September
15, 1918; Shushi, 200 delegates.
3rd - September
27, 1918; Shushi, 600 delegates and representatives of the public.
4th - February
19-21, 1919; Shushi.
5th - April 23-29,
1919; Shushi, 69 delegates and representatives from Armenia and the English
military officials.
6th - June 28-30,
1919; Shosh village.
7th - August 13-22,
1919; Shosh village, 135 delegates.
8th - February
28 - March 5, 1920; Shosh village.
9th - April 23-29,
1920; Taghavard village.
10th - May 26,
1920; Shushi, delegates constituted basically the Bolsheviks.
CENTRAL GOVERNMENT which was seriously concerned about the possibility of resolving the disputes of ethnic-territorial character from below, supported Azerbaijan and became involved in the deportation and ethnic "combing out" of the Armenians. Moreover, in 1991 it was the Soviet Army that carried out the punitive Operation "Circle" in Nagorno Karabagh.
